Social Security formulates public policy in the area of family benefits, health and industrial injury insurance and pensions, and is responsible for social security regulations as laid down in the French Social Security Code. The system is based on the right to obtain health reimbursements for all those who are legally resident in France. Following on from the crises of 2009 and 2010, which led to a large deficit, their number one goal has been tostrengthen the sustainability of the  system. They are responsible for negotiating and administering France’s commitments at a European Union (EU) and international level in the area of social security.
